Status and documents
How long protection lasts
Under the law in force since July 2025 (ZZZRO-1), temporary protection follows the EU decision and now runs to 4 March 2028, extended automatically. The card counts as a temporary residence permit; new cards show no expiry date or address, and further extensions are recorded only in the registers.
Documents
Passport or other identity document; papers proving residence in Ukraine and family ties, if you have them; a photo; the registration form you receive from the police. Since 5 Aug 2026 applicants liable for military service: proof that they meet their military obligations or that the Ukrainian authorities allowed them to leave (e.g. exit stamp).
Where and how to apply
First register with the police (you get a registration form), then within 3 working days apply at any administrative unit (upravna enota) with a photo and your documents; the procedure is free. Once protection is granted, register your temporary address at the administrative unit. Reception and first accommodation: the centre in Logatec.
Processing time
By law the administrative unit decides within 30 days; in 2025 most did, but in Koper it took 101 days on average. The receipt for your application gives access to applicants' rights (housing, emergency care, school) until the card is issued.
When protection ends
Ends on 4 March 2028 or earlier by EU decision; also if you settle permanently in Ukraine or another country (the length of absence is considered), renounce it, or for serious crimes. Report absences from Slovenia of more than 15 days to UOIM; after a month away, financial aid can be stopped. Within 10 days after protection ends you can apply for any residence permit; otherwise you may stay 30 more days.
Men aged 18–60
Since 5 Aug 2026 applicants liable for military service in Ukraine must submit proof that they meet their military obligations or that the Ukrainian authorities allowed them to leave (e.g. an exit stamp). People already protected keep protection to 4 March 2028 without new checks.
Trips to Ukraine
Yes, but report any absence from Slovenia longer than 15 days to the Government Office for Migrants (UOIM) on its form (absence from a reception centre or other accommodation must be reported if it exceeds 24 hours). After a month away financial assistance can be stopped; settling permanently in Ukraine or another country ends protection (the length of absence is taken into account).
Children without parents
A child who arrives without parents or another adult legally responsible for them is assigned a special guardian under the Family Code before the temporary protection procedure starts, and the administrative unit decides the application with priority. Documents proving family ties are attached to the application, if you have them.
Travel, pets and language
How to get there
Bus: FlixBus and other coaches from Lviv (about 21 h), Kyiv and other cities to Ljubljana via Hungary, often with a change. Train: daily direct train Kyiv – Budapest, then bus. Car: via Hungary. No flights from Ukraine — Ukrainian airspace is closed to civil aviation.
Pets
Standard EU rules — the simplified entry for pets from Ukraine ended on 1 March 2023: microchip, rabies vaccination, then a rabies antibody test at least 30 days later and a 3-month wait from the blood sample; EU health certificate from an official vet ≤10 days before arrival.
Driving licence
With temporary protection a valid Ukrainian licence is recognised in Slovenia, as in the whole EU, for as long as protection lasts; no exchange is needed (EU Regulation 2022/1280). Slovenia has no licence-exchange agreement with Ukraine: for a Slovenian licence you need a medical certificate and must pass the practical driving test.
Languages
Slovene; English is widely understood. The Employment Service (ZRSZ) refers registered jobseekers to the free course 'Practical Slovene for Ukrainian speakers' and other Slovene courses. Pupils get extra Slovene lessons, secondary students a free intensive course.
Work, healthcare and education
Right to work
Yes, free access to the labour market without permits, as for Slovenians. If you are able to work, registering as unemployed with the Employment Service (ZRSZ) is now a condition for financial assistance and pocket money; ZRSZ gives career advice and job-related courses.
Jobs in demand
Doctors, dentists, nurses and care assistants, physiotherapists, social care workers, personal assistants; teachers and kindergarten staff; electricians, welders, bricklayers, carpenters, roofers, plumbers, toolmakers, mechanics; mechanical, civil and electrical engineers (Employment Service barometer for 2026).
Healthcare
Limited unless you work: emergency and urgent care (including chronic conditions whose neglect would cause lasting harm), medicines for these, vaccinations, pregnancy and birth care, contraception; no personal GP. A Ministry of Health commission can approve more on request. Children (and students up to 26) are covered like insured children. With a job you have full compulsory insurance.
Kindergarten
Kindergarten from 11 months to school age on the same terms as for Slovenians; parents pay 0–77% of the municipal price depending on income (reduced fee via the Social Work Centre). Since July 2025 it is no longer free for people on financial assistance. A certificate of MMR vaccination is required.
School
Yes: 9-year primary school (compulsory) and secondary school are free; subsidised meals, free school transport, textbooks from the school fund, extra Slovene lessons. Pupils and students are entitled to state scholarships and dormitories like Slovenians.

Important to know
Important to know
Since 5 Aug 2026 new applicants liable for military service must prove they meet their obligations or were allowed to leave Ukraine; people already protected keep the status to 4 March 2028 without new checks. The new law (July 2025) made aid stricter: you must register as unemployed, savings and assets count, pocket money is halved and the housing allowance cut by 15% after two years, and kindergarten is no longer free. Report absences of more than 15 days. Since May 2025 time under temporary protection counts towards permanent residence if you switch to another permit.
